Just thought I'd clarify, both captains chairs come with shoulder belts, as well as the lap belt built into the seat.

Do the lap belts work? Mine just pull out and don't lock.

There are several different ways for belts to "lock"
- based on speed of belt movement (if you jerk on the belt it locks) (this is what you are expecting)
- based on the change of speed of the vehicle (this is what the delica has)

If you slam on the brakes, you'll see that the belts do in fact lock, but you can't test it simply by yanking on the seatbelt.
Some vehicles have both types, some have only one or the other.

The lap belts on the l400 will also stay lock if extended fully and then retracted to the desired position. Don't know if it works the same on the l300.

checked the built on waist belts
when jerked around they lock up
will buckle up and tip myself off the deck later
let you know if they lock up on speed change.

With respect, you are totally incorrect and in the interest of our members' safety I'm going to correct you.

First, you should NEVER test a safety belt by executing an emergency brake maneuver. You can test belts in vehicles with modern deceleration-sensitive belts by depressing the brake. You do not have to be in motion.

Second, the L300 captain's chairs quite evidently have no wiring harness connected to the lap belts, and by extension no vehicle deceleration sensor is being used to control the belts.

All spooled belts should lock up when "jerked" because they are inertial wheel type belts which depend on a centrifugal clutch to actuate. This is considered the secondary system on preemptive belt loading systems that sense deceleration and whatnot to actuate.

If your safety belts do not lock up when jerked, regardless of the vehicle, they are mechanically defective and should not be used.

Thanks for checking. I might be interested in these for parts as I need several bits and pieces for my Delica seats.

No, I was completely correct. You however are only half correct. You describe one possible method, not the only one. (I described both possibilities in my original post, only one of which you mention (technically there's also a third option, non-retractable belts, often used in middle seat applications))
Second, the L300 captain's chairs quite evidently have no wiring harness connected to the lap belts, and by extension no vehicle deceleration sensor is being used to control the belts.
The "sensor" doesn't require any wiring or electricity, it is a pendulum mounted in the seatbelt mechanism that locks the belts, it is a very common method used in many vehicles.
First, you should NEVER test a safety belt by executing an emergency brake maneuver. You can test belts in vehicles with modern deceleration-sensitive belts by depressing the brake. You do not have to be in motion.
depressing the brake will not lock the belts, you must slam on the brakes, you do NOT however need to be moving quickly to do so, you just need to be able to give a more substantial "jerk" than a conventional gradual deceleration

what you are describing is only ONE of 2 possible ways, the pendulum I described earlier is the other, some vehicles have one, some the other, some both.
If your safety belts do not lock up when jerked, regardless of the vehicle, they are mechanically defective and should not be used.
Or you simply have the OTHER type of belts in which case you'd have to check with sudden deceleration to see if they are working.
There are multiple ways for a seatbelt to work, just because they don't work one way, does NOT mean they are defective, they can simply be the other type.

I have to agree with Green1, I had one of my lap belts apart to remove a loonie that one of the kids somehow dropped in the mechanisim and jammed it. There is indeed a pendulum, and no centrifical mechanisim. You can pull the belt as fast as you want with no action, but slam it forward or backwards and it locks instantly. (this is on my l400, can't speak for the l300)
