Where to purchase oil/fuel filters? Oil level?

Can you buy oil filters and fuel filters at places like Canadian Tire or napa lordco? Are there similar filters which will work for the delica? Also when checking the oil, there are 2 markers on the dipstick. Where should the oil level be?

freezebomb - you can buy oil / fuel filters at lordco or napa. The oil level should be up to the little notch on your dipstick.
