A little searching will get you this info. Yeah! I suppose you can by-pass, which a lot of owners do, but I had the same issue a few years back and went to Daniel (Victoria) W1ng Elec. Fix it before it gets worse.
Shingo Auto in Burnaby can do the work but you may have to supply the parts.

replaced the passenger side mirror after breaking it on a parked truck mirror. Got pinched when passing a semi on a side street as he was just starting to move when I was half-way by.

I had the same problem last winter. The relays were good. It turned out my ECU went bad. Yeah! I suppose you can do the bus bar hot-wire trick permanently. I did, but used it as a temp solution.
