At least you found a solid lead to chase. Electrical is tricky even for the pros. At least when you post the fix....and I hope you will take pics....the forum will benefit from the trouble shooting you did.
Yeah I joined the Dark Side because the medical plan is top shelf!

Anyone know which wires he can jump across the fusible link to test if that's the problem? He says none of the wires look burnt but I'm not sure what's under the black cover if it's actual fuses or what?

Still no luck. My brother's thinking that maybe it's either the fusible link or the starter solenoid. I may go over there tomorrow to give him a hand.

The black box is just a series of spade connectors. The fusable links are the pairs of red and green wires. Looks like he pulled the correct one. Did the link he pulled check out for connectivity? Most multi meters have a buzzer function or he can check wire condition with the ohms setting.
He can insert the multi meter probes on the 2 IGN contacts in the little box and see if power is getting through there. He can also touch one contact at a time in the little box and touch the negative post on the battery with the other multi meter probe. The key will need to be turned on while he does this.
If power checks out here (should have power on just one contact) then the issue is further down the circuit.
If there's no power then his issue to snoop for goes in the other direction. Take another look at the wire schematic link and get an idea on where the power comes from and and how its routed to the starter/solenoid.

Hi guys, thought I should update you on what's going on. I went over to my brothers to give him a hand and we found the problem pretty quick. A disconnected wire at the battery was the problem. One of the connectors was pretty hidden, in my brothers defense, but as soon as we connected it she started. I can say that being a mechanic this kind of stuff happens to me often. You get focused on one area and loose sight on simple fixes. thedjjack was right it was one of those white wires in the battery tray. The lock on the connector broke and it wiggled loose. Thanks for all your help, we both definitely learned a lot more about his Delica so I guess we should reflect on that.
