frozen boost valve on turbo?

hey i was under the van changing oil.
and discovered that the thin metal rod connected to turbo diaphram and the exhaust gate seems to be frozen.

weird thing is ive driven this van over 10 000 kms
no loss of power fuel milage is average and it seems to run great

so then is this normal?
or should the thing not be able to be moved by hand.
im gonna go mess around with it but if anyone has any ideas.
id love to here em.

Not sure if it is normal or not but you can check mine out to see if it reacts the same way. We are both in Squamish.
