Tail lights out

I'm on the road in the middle of a vacation with the family and the dash and tail lights aren't working. Sure enough a 10 amp fuse is blown and seems to blow immediately if I replace it and switch the headlights on.

Also the ignition will stay on even if I remove the key with the blown fuse and the headlights switched on.

I checked the rear marker, signal and brake bulbs and they are all fine. Also a 15amp fuse also blows immediately. I didn't feel like risking wiring burning by trying a larger fuse.

Any ideas?

If I can't solve it in the next couple of days I'll limp it home during daylight and let the good guys at CCA puzzle it out.
