Yep that is texting while driving. I like to yell at people on the PA for it (not my fault the Delica came with the PA I assume so I can give advice to other drivers on how I would like them to drive :).

thedjjack: Well technically I wasn't driving, but I think I'd be more amused than offended if I heard someone yell at me over the PA

Think the law looks at sitting at a red light as driving. Given you need to be aware at all times of what is going on around you. Such as the light is turned green 2 minutes ago, light is green but a 99 bus is running the red, a large truck is now going through the green light you are sitting at and assuming you are going to be moved by the time they get there. Me on my bicycle commute has just pulled beside you and you are now running me over as you turn right without signaling.

What would you motorcycle instructor say about this :).

I agree with you, it is still illegal but I never do it when turning. What I meant is that driving is typically considered to be when the vehicle is moving.
Speaking of bikers, I saw a guy an a Honda touring bike leaning back in his seat, holding on with one hand and texting with the other while driving at freeway speeds.

Hoping to make it...I am under some pressure to go to the field for 10 days on the island with a friend to do some ecosystem typing work and we have not set the official days yet....
