If anyone can interpret this?
If I understand correctly, my chances of owning and driving a Delica in Quebec are shot!
The 180 days after April 29th '09 is what is throwing me off...


Vehicles with Right-Hand Drive
Right-hand drive vehicles are prohibited from operating on the public road network as of April 29, 2009. This prohibition is in effect for 180 days following that date.

Imported vehicles that are over 15 years old are covered by the prohibition, since they have not been subject to Transport Canada standards concerning motor vehicle safety because of their date of manufacture.

Vehicles equipped with right-hand drive are not designed to operate on the Québec road network. Drivers do not have an optimum field of vision, which can interfere with driving manoeuvres, especially passing. A study carried out in British Columbia shows that operating these right-hand drive vehicles increases accident risks by more than 40% over a four-year period. The study reached another interesting conclusion: the first collision for which the driver is responsible happens 68% earlier with a right-hand drive vehicle than with a left-hand drive vehicle.

Vehicles not covered
Even if they have right-hand drive, the following vehicles are exempt from the prohibition:

vehicles already registered in Québec before April 29, 2009, except those that have a temporary registration certificate
vehicles registered outside of Québec (visiting Québec)
vehicles manufactured before January 1, 1971
trucks with a net weight over 3,000 kg, tool vehicles and vehicles required to stop frequently along a road performing work for a public service
vehicles belonging to a driving school
For the first three months of the prohibition, any interested person can send send their comments to the Société de l'assurance automobile du Québec (choose Road safety).

the 180 days is up this month, nobody knows what will happen after that, the ban may end, may be renewed for another 180 days, or may become permanent.

Now here' the rub. the ban itself is 100% illegal. per Quebec law they can only ban if a vehicle is unsafe. At worst there is no evidence that RHD is any less safe than LHD. And in fact, the best information available shows that RHD is in fact SAFER than LHD.
However, because nobody in Quebec cares enough to do anything about it, the ban will likely continue.

it's a simple fix that nobody in quebec is willing to even try... someone who has been denied registration needs to take it to court!

sad thing is, is that most of the 'sheep' just follow everyone else.
rarely does anyone stand up and say this is wrong. most are afraid to 'create waves' because they are afraid of any repercussions.
as an avid 'admirer' of the Canadian Charter of Rights & Freedoms(without getting too political) i can say this is descrimination, and illegal.
Discrimination is EVIL.
Only thing you can do, is write the powers that be, and let them know you're pissed. let them know why you will not support their values ever again, and vote for the other guy.
either that, or just go along with all the other sheep... and be like them.
however, if it was me, i'd pack up, and leave the province.
