Glow plug clicking solved
The problem was where the glow plug harness meets the throttle harness right where the transmission dip stick is. The wires were twisted around each other and the throttle and glow plug wires chaffed together causing the clicking when I let off the throttle. Please check this before you spend any money troubleshooting glow plug problems.

Nothing says "poor workmanship" more than wrinkles in the duct tape.
