Whistling Noise After Blocking The EGR Hose

Hi,

I've been searching the forum with no luck for an answer to a simple question. Before installing an EGR blanking plate, I wanted to see how things worked out by blocking the hose attached to the EGR. The one thing I noticed is that there is a loud whistling noise being emitted now. My question is, is this normal?
