More Troubles!

Back story,
Doing my patrol route from Paradise Valley Squamish to Lions Bay and every where in between. Right up to the hill climb out of Britannia Beach heading to Furry Creek everything thing seems fine. Its here where I notice that there seems to be a lack in over all power, but think it may just be in my head (8 hours of driving every day makes you go abit loony), so I carry on. Once i get to Lions Bay I go to climb to the top so I can see Zorro Bay with my binoculars clearly. When climbing I put it in Low as its friggen steep. Once I crest the hill top and turn into a park spot (one movement) the engine shuts off on deceleration. Im friggen mad now because my exhaust temp was like 800 f at shut down, so I start it up immediately to get fluids moving again. It starts a little rough but not to bad, I figure it stalled (even though its an auto). So I carry out back on my patrol, heading to Furry Creek FSR. After climbing the great Furry Creek hill and turn off onto the FSR it happens again, then again climbing up the dirt road. So I stop and check all fluids, everything is fine, but the engine is really hot and something it smoking from the engine bay. I throw on the heaters and let it cool down.
Once I'v sat for a while allowing the vehicle to cool (around 15 to 20 min) I shut it down and check all fluids again to see if I missed anything. I notice that oil is coming out form around the oil cap and has dripped all over everything, But all fluid levels are still good. I figure something nasty is gonna happen so i should get back down to the highway and try to get back to Squamish. I go to start the deli, and to my horror is slowly shitely starts exactly how it did 2 years ago when my engine shit the bed. It also cant hold its normal idle and dies when Im not prompting the pedal. I get it going and down to the highway and back to Squish with my dad following me (just happened to meet up on the road). On down hills I can cruise but any up hill at all and its down to 50 km/hr. My EGT are generally high at low speeds and boost only kicks in around 3000 rpm and There is a bluish grey smoke color on start up.
Summing up Symptoms
- Leaks oil from oil cap and turbo
- Blue / grey smoke
- Rough idle to shut down
- Dies on deceleration
- No boost till 3000 RPM then around 8 or 9 psi
- No Power

- Engine rebuild
- Glow plugs replaced
- Timing belts
- Deli tune
- IP re-build
- All fluids regularly changed
- Airfilter changed this morning, problems persist
I've Jumped to the worst scenario of an engine blow by again or cracked head, but hope one of you guys can bring some less costly scenarios.
