What do these vans need done?

The basics is:
DOT lights
DOT tires
DRL
Marker lights in the front
reflectors front, back

Bumper to bumper check by certified mechanic:
You can call any place and ask what is needed for an: Out of province inspection.
Things like: breaks, muffler, steering, etc, etc
You better make sure they do JDM's as many if not most places don't or tell you to do a bunch of things not required and omit other important changes like headlight and such.
Avoid CT if at all possible !!!

I was told that a third brake light is manditory now for the 1994 Delicas, but i guess it depends on if you go the route of suv, or stationwagon, seems to be different opinions, but from what I have learned, its cheaper to just put in a third brake light, than to get an inspection notice and then fight it.
does make you applying the brakes more noticable for people in larger vehicles, so why not just do it.

are these parts available here/now? for the L400

everything is available here allready with exception of the headlights, but who needs headlight right.... just kidding,
I have a couple cases of the E code headlights coming in but not until my L400 comes in the first week in june,

It doesn't matter "how you register it". it IS a mini-van, and mini-vans exist soley because they could avoid meeting the safety requirements for automobiles at the time by building on a light truck chasis. As such the vehicles don't need a centre brake light until 1997 (and domestic mini-vans and SUVs didn't all have them until that date, so that's proof that the Delica doesn't need it either.)

That said, many inspectors are ignorant jerks. and as such will demand you meet MUCH more stringent requirements just because your steering wheel happens to be on the right side of the vehicle (which, as a side note, isn't covered in the inspection at all)

It is easiest just to have one.

That said, the L300 had a centre brake light standard starting in 1992/1993, so I would be surprised if it wasn't already standard on the L400s...
