What is missing?

What is supposed to be in this spot there appear to be a few empty bolt holes and a slot to rest something on. I found this empty spot when hooking up my trickle charger that is wired into the van. There is a switch that shares the connection with the trickle charger. When I hooked the trickle charger up it made the switch do things. When I flicked it a bunch the longish thing at the top of my red oval moved in and out so i flicked it a bunch and now it doesn't move in and out anymore. When I flick the switch to the on position it also makes the same click my spark plugs do. The switch is an aftermarket toggle that was installed next to my cigarette lighter. I have since not played with this switch, and make sure to leave it off. Other than my abuse of turning it on and off a lot I did not leave it on for any excess of time (couple seconds). I hope I didn't hurt anything, like my glow plugs, it still starts but it needs the trickle charger due to something going on with the alternator and me tightening the ac belt because it was easy to get at and thinking I fixed my alternator problem but I didn't but that is another post.

Ironically I found the answer on here. Youll note your ac inhibit switch is also broken/missing.

Anyway, so my switch might be something to help start my delica when cold? Why was it unhooked? Why does it go click like my glow plugs?

Do I need an ac inhibit switch?

I believe it increases idle when AC is turned on, I removed mine along with the rest of my AC things with no adverse effects. 'AfterOil's malfunctioned at one point and kept the throttle stuck open.

Check in the hatch behind the driver seat to see if anything has been added to the glow plug circuit and check to see if the glow plugs get power when the switch is engaged.

Well the switch has had no power all winter, and I have been able to start my van down to -20 with the glow plugs all winter (mind you with a lot of cranking). I just noticed that the switch did something when I hooked up a trickle charger that the previous owner had wired in and the switch was on the same wire, made some sparks while I was trying to hook it up until I turned it off.

Yeah thats all correct. When AC is running the idle is increased, and when you floor it, the AC is inhibited so you get full power. The switch has been added I guess to get a high idle for some reason. But, assuming everything is normal it wont effect normal starting or running.
