My van had some fog lights on it originally, but they have been taken off. The switch by the steering column still has power and
switched power when I turn the lights on. I can't seem to find the switched power lead by the front bumper where the original lights were mounted. Should I just run new wires back to the existing switch? Also I've noticed in my fuse box (by drivers foot) I don't have the #5 (Top-From Left) fuse. There is an inline fuse behind the switch. Some I'm guessing it was just moved there instead. From my understanding the fog lights should only be able to be turned on when the headlights are on, is this correct?

That is correct also unless they are low amperage led lights you will want to run them off a relay not just the switch.

I'm pretty sure I was told that the factory switch has a relay built in? If this is the case, I could just tap into the feed that has power when it's switched on right?

Falco is correct in that you don't need the headlights on to turn on the fog lights and there is no control relay for them. The fuse for the the foglights is the fuse you found attached and hiding behind the foglight switch ,thats the factory origanal wa,,,, go figure. Cheers Jay.
