smoke from turbo

I just changed the head the engine sounds good when idle but when i push the throttle there is no power. There is coming smoke from the turbo exhaust part. no leaks. Any tips?
Is your egr stuck open is your waste gate stuck open. Does your turbo impeller when turned by hand turn very easy?
