I have googled this, and I seem to be getting conflicting information. The cheaper headlights seem to be available on the 97 model, or are they halfway through the 96 year? the S1.5 has the same expensive lights as the S1? Is this correct?

TEN FOUR.
Star Wagon headlights are cheap (under $300) because they are available aftermarket from China.
There wasn't enough LHD 94-97 L400's made for the factory to start up (aftermarket) production. Have to buy them OEM direct from Mitsubishi which like any factory original part is extremely expensive. Now they are all but sold-out.

I wonder if anyone has looked into the used market? junk yards in Germany or anywhere else that had LHD L400s might have some available at a much reduced price?

Has anyone had experience with the "modified" headlights for an L400? I have seen a number of these (on the net), and IMO, I don't feel that this is the recommended course of action, but I see more and more people advocating this...

There is no possible way to legally modify the L400 headlights to be compliant.
There is no possible way to modify the L400 headlights to put out the correct beam pattern.
The closest you could do is use beam deflectors (like they have in europe) to create a flat beam (something that doesn't blind oncoming traffic, but also doesn't let you see the ditch/street signs very well) this would be a partial solution, but it's not as good as proper lights, and it is still illegal.
You could hack on some after market lights, but there is no way to make them look anywhere near decent.
