So that (big red bar) that says "DELICA" is supposed to light up?
the red bar doesn't, nor is it reflective, however the word "DELICA" does light up with the running lights, however it is very subtle, so it can't be seen at all during the day, and can even be hard to see if there are lots of street lights around.
Here is a picture as Green1 describe: stocks are colored green, blue is a modified.

pretty sweet letters. 8-)
i think a cool mod would be to mod them with red bulbs, and tie the circuit into the brakes for a 3rd brake light... :-D

I'll have to look, but I think the stock letters are red when lit up on our '93.

only if it's been modified, the stock is sort of an eerie blue-green when lit, and a grey/silver/white when not lit.

Funny how you see something but it doesn't really register!! Now you got me thinking. Almost dark enough now and then I will check.

yea. ive been thinking of using the red reflective tape on the front and rear of my roof rack for visibility, but i wasn't sure if it was legal or not... :?

now imagine if you will:
the "DELICA" in reflective white, and the symbol in reflective red. 8-)
think the reflective red would piss off the cops? :?

and... what do you know... i just noticed the top cutouts on the deflector for lights... :-D

I've put conspicuity tape on my trailer hitch. I decided not to put it on the rack, because that high up could confuse other drivers, although I do have high mounted brake and turn signal LED 4" lights. Still have to add turnsignal lights on the front. Next mod.

Here's my trailer hitch:
