How to identify legal L400 headlights?

I was looking at buying a Delica L400 today and I am pretty sure the headlights were not compliant for BC. They had no E-code, DOT or SAE certification on them. They were made by Koito (model:110-87009) and stamped "Japan" (which I believe means for the Japanese market). I could not find any details searching the site so, I dug out some documentation that was given to a friend of mine from the local RCMP. Here is what it states:

There are two kinds of approval markings that can be found on headlamps:
1) US DOT and SAE
2) E-Code (short for ECE - Economic Commission for Europe)

E Code Markings
- The number after the letter E designates the country that performed the certification.

- Beam Function Codes are represented by the following letters which are often combined:
A = Parking lamp
H = Halogen
C = Low beam
R = High beam
e.g. HCR = combination halogen low/high beam headlight

- Arrow markings which are used to indicate beam pattern AND installation side. The Beam Pattern arrows are located under the Beam Function Code.
a) No arrows under the Beam Function Code implies approved for use in LHD countries.
b) double-headed arrows mean that the headlight beam pattern is switch-able and must be set to LHD.

Here is are examples of compliant DEPO headlights markings for the L300:

Passenger side (Left)
DEPO p/n 214-1124R

Note there are no arrows under the beam pattern function codes (HCR). The arrow under the Parking Lamp function code is the installation side (points to the outside of the vehicle.).

If anyone has the codes for compliant L400 headlights, please post them.

Mine are clearly marked E13 in a 10mm circle near the upper outside edge

yes, for jessie,
but there is also E13 that was made by tyc but for right hand drive country.
like japan. not all e13 is for left hand drive you need to see the beam pattern.
as i have one now on hand for right hand drive 13 but dont used it as the beam pattern is wrong

Could you not just adjust the lights to point in the correct direction? How would anyone know they were intended for a rhd vehicle?

The cutoff pattern for driving on the left (eg Japan) is up and to the left. Needs to be up and to the right for driving on the right. Thus the lights cannot be adjusted to compensate.
