The turbo boost is easy and takes only 5 minutes. Only works however if your boost is low.

I used Noel's cross rack for the base to my boat loader. It was the best combination of cost and quality. Noel will also add a few custom items like extra length, End caps, and in my case 2 slugs on each end to bolt my rack to. I have no concerns whatsoever about the rack touching the roof.

The best info is through the Forestry maps which show all ( most of ) their sites. Kamloops Lake is to big for fly fishing but if you drag a gang troll it does have lots of big fish. Smaller lakes are best with my little boat such as Johnson Lake east of Barriere where I was today. Unfortunately all I got was the view today!

E Lake is easy to find - it's south of the Trans Canada Highway. The last time I was there a group of about a dozen float tubes from Vancouver were there so lots of people know where it is. Noel's basic rack is very well built and good value compared to most ready made stuff!! I have really not even noticed any noise from it.
