Hey @Jiustin, how did the rebuild go? My 91 L300 struggles to start when the engine is cold and I'm starting to think air leaking into the IP may be the source of my woes.

Can't speak for the L400, but a common method when installing a diesel heater in the L300's is tapping into your fuel is by plumbing a 3-way valve into the hose destined for the fuel filter. This could me a viable alternative to your fuel delivery questions.

The oil on the top of the engine could be a result of oil leaking through your valve cover gasket. Inspect the connection of the valve cover (aka rocker cover) to the engine head.
