Idle Speed

Does any one have a comment on why my Idle speed would start out sounding very healthy at around 750 rpm and then after I have driven a short time or stomped on the throttle for a while it bumps up to around 1100 rpm?
This phenomon occurs every time the van is started even if the van is already warm.
I have eliminated the possibility that this is caused by the vacum diaphram control which is for the AC system.
It is possible that the electronic device on the top of the throttle is malfunctioning. I don't know if this is a sensor or a an actuator but moving it while at idle (both high and low) affects no type of change.
I have rebuilt the injection pump recently (see previous post) but I was noticing this problem even before I had done the rebuild.
This does not seem to be a overly critical problem at this point but it is bugging me
Any thoughts would be appreciated.
