In the process of removing the turbo for inspection I found that it spun freely after I removed the fresh air intake. So much for my theory of it being seized! Decided to continue with the removal regardless since it wasn't spooling up during operation and in the process found that the waste gate linkage was apart. Missing cotter pin!

Problem solved and no need for a new turbo.
