Injection Pump Front Seal in the Midwest

Hey guys,
I've been getting some stalls on really cold starts with my 4M40. I did some research and it looks like the most common culprit is the front injection pump seal. I should also note that I am am also getting a leak of some type... It's a thin fluid, and I can't tell if it's fuel or antifreeze, so not sure if it's related. It only started occurring in the cold.
What are some things I can try before I get the seal replaced? Some people are saying to drain the fuel filter? Maybe I should just replace it entirely, since I don't really know the last time it was replaced... Anything else?
Does anyone know any diesel mechanics in Saskatchewan/Alberta/Mantibob that could do the pump seal replacement for me? Just looking for someone with experience.
