You profess to be a man of tolerance asking about utopian philosophy, self policing and the communal path, yet you are the site administrator, moderator and enforcer.
No offense but you're not Dalai Lama and you were not elected as a site admin nor moderator. You came into those positions.
Regardless of how you use your power in that position, one would expect non-bias to come from the top.
Compromise, equal care of your membership and tolerance for members who stretch that care of yours are things that should come naturally to one in your position. Why you talk in extremes is odd for one who is sitting in a position of authority.
There's one extreme (no rules) and the other extreme (military rules) that you're talking about but you're forgetting the most important aspect for co-habitation between many different types of people :

Compromise
There is a compromise between the two extremes you are talking about that works very well (modelled in the real world) when the population grows too large.
A compromise here on this forum has been suggested by many but still rule #1 exists but is not enforced.
In the case of delica.ca, there is really
no need for a rule if it's not followed or enforced. It portrays a false sense of security to it's members by not being governed and it doesn't punish or make use of a 'rule' to the members who abuse it.

That is a poor suggestion. Why do you agree with it ? They have a funny way of policing their forum and you need to be a member to view anything in there. This forum is not comparable the other delica-related forums out there because it started out as a simple forum to chat, exchange ideas, give and take advice and the most important, come together as different people that have at least one thing in common : Delica's.
Where it's gone wrong and there is no denying it, is that it's membership has grown past the point of self-policing, especially when sales were introduced with one rule that would never apply consistently because it is sometimes referenced and other times ignored.
There is a reason for moderators in forums. To keep the flow of things, not get involved in the thick of it in front of all the members and to keep members in line who do not follow the forum rules.
If delica.ca members do not follow the site rule and moderators do not enforce it, then here is a site suggestion :
As you (and I above) put it, self-policing. Remove all moderators so they can enjoy getting deep into the discussions equally with all members and remove the site rule if it's not being enforced.
Also this topic is definitely NOT a site suggestion but a general topic of policing/keeping an eye on one's spoken words on the forum. It veered off course.
