Pop the vacuum hose off of the actuator for the high idle and drive like that. If the problem persists, it is something else.

Mark,
The solenoid you are looking at in the pictures is to maintain the idle of the engine when the A/C is switched on. Just lubricating the cables probably helped your situation, but I doubt the solenoid has anything to do with the bigger problem.

The Jammy Dodger picked up the exact same problem within a week of getting it. We (well, vicarious "we") adjusted the throttle cable and it's been OK since then, except very low when cold (500-550 rpms). But when warm around 700-750 rpms, and hasn't mysteriously jumped to 1300 like it used to.

So is this the high idle that Eric was suggesting as my potential problem?

I guess if it is I was doing what he had suggested by the fact it was disconnected already. I can say after a second test drive tonight that the increasing idle issue seems to be gone. I agree the only thing that makes sense for this fix was the lubrication of the cable....simple got like that!
Next up dealing with my leaky turbo and finding the real reason why my van doesn't start up on Mt. Washington...I 'll save that for another post.
Thanks for the input everyone.

My van has always done this since I got it but it was really no big deal. It would idle about 950 in park and drop to about 750 in gear. Before Xmas it would stay @ about 1250 when @ higher elevation (> than 3000'). Now it has started doing it on a fairly regular basis. Once warmed up it will idle @ 950 when you first take it out of gear and then over about 10-20 sec will increase to 1250. This post indicates that the "governor sleeve sticking" could be the cause. What is this, where is it and can it be fixed without an IP rebuild. I don't spend a lot of time "idling" so I can live with it if a rebuild is the only answer.
