All vehicles should have the headlights aimed to the correct side of the road, regardless of whether the province "forces" you to do so, it's little things like this that hamper the overall fight to keep the ability to import the vehicles, when people talk about how "unsafe" these vehicles are, it's nice to be able to point out how wrong they are... and the headlight issue is one they CONSTANTLY bring up.

"E" code headlights are available for a couple hundred dollars a pair and are a good solution, there is also another post on here somewhere where bruce (mystery-machine) shows how to modify the headlights to point the correct direction (alternative for those in provinces that don't require "E" code lights and simply want to make the lights point the right direction)

Besides it is such a minor thing to address voluntarily (both monetarily and time wise). Why try to keep it hush hush, be proactive and support the importing comunity country wide. Besides mardy had a good point, not changing the lights could lead to an accident.
