Electrical Noise L400 Space Gear Gas

Hey guys,
New to the forums. I took a look to see if I could find a related post, but alas.

So essentially when I turn my key to the first position some sort of electric noise starts. Really not sure what to think of it as I am not too mechanically inclined. When I start the engine the sound remains, after a while it will stop, although when i turn my lights on it stops immediately. Any thoughts?
