On Kijiji, search Delica Calgary and look for user 'Sergei'.
He is in Auburn Meadows in the SE and has some.

Replying to confirm this. I met Sergei a couple weeks ago and the headlights are the real deal.
I ended up buying a pair from him because when I brought my 2002 for an out-of-province inspection to the local shop (I've been dealing with since I brought over my '94) they suddenly became very stringent about headlights, and said that my E13 stamped ones were not acceptable. I was told that there is a crackdown on improper lenses lately; shops are having their paperwork audited, and also that people have been coming back to get re-OOP inspections. The details around this are unclear, but it is quite clear that this shop wants to protect it's reputation...and I don't disagree.
Anyway, I reached out to Sergei via Kijiji, met up and bought a nice new pair of compliant headlights. He really like Delicas -has 2 parked in front of his house- and said there are more headlights available if anyone else I knew needed them.
PS: Expect a FOR SALE post for my 1994 Delica PF6W soon! Just need the windshield replaced first.
