I was wondering if any of you ever experience their fan belt constantly loosing up? Would it be the belt that stretches?

In my experience belts don't stretch *that* much. A tiny bit initially, but then they seem to settle.
Is your alternator tensioner moving? Maybe mark it next time you tighten the belt.
Is the belt wearing? Maybe one of your pulleys has a rough surface and is chewing the belt up.

Nothing says "poor workmanship" more than wrinkles in the duct tape.

Yeah, belt is 5000km old. Here in Banff, last month we got some pretty cold weather. I got it tighten, but then we got again some colder weather and it's slipping again. So will put a mark on the tensioner.

Agreed with Growler... initial stretch and then you should be good until the next belt. Marking is a good idea for sure. If you ever get in to Calgary sometime come by and we can have a good look at it and see if anything else is going on there.
