Just to clarify, by installing the jumper you are able to operate the windows with the key off? If so, that seems like the easiest and best solution.
What would be the best way to get at the relays? They are tucked in there pretty good. Remove the speaker??

The air filter hose/duct that appears to be missing is actually by design. I and many others wondered WTF on initial discovery. There are some good explanations for this. Search the forum for "duct missing".

I went with Craig from Bonsai Rides (bonsairides.com). He has imported Delicas from Japan for US customers in the past. Excellent guy to deal with and a painless process. Geographically for you and based on my experience he would be worthwhile looking up.

A trick that I have learned for stubborn screws is to use a speed handle (preferably one with a flat circular knob on the end of the handle). Use valve grinding compound on the tip of the bit for extra grip and really lean into the screws.

I do a lot of camping in my Delica and the doors are open quite a bit at the camp sites. I ended up pulling the instrument cluster (very easy, there's a how to somewhere on the site) and removed the door ajar lamp.
