Always kind of wondered what it is. Everyone here is right. A weak battery or charging system in general often needs to be changed once arrived. Lubrication can't hurt with the actuator. Especially if it doesn't get driven a lot. I always make a habit of doing this on a turbo vehicle when doing other maintenance such as oil or air filter change regardless if there's signs of problems.

This is really old news. In short they tried to change it, people stood up and proved them wrong about the safety aspect and now they just said they are going to review it and if there's a issue will look at it.
