Some IP's also have a filter screen behind the inlet banjo bolt... I agree with your assessment, it sounds like it is running out of fuel.

Have you checked the alternator fuse? Have you tested the alternator's output voltage when running? I highly suspect it's the voltage regulator/diode internal to the alternator and you are cooking the batteries. I believe you have the right part number for the burnt link... it's for the glow plugs.
9 is for the A/C (should be green). 8 is typically not connected... it's for some optional accessory.
