Can it be because of a fuse that the front fan wouldn't work. The fan in the back of the van is working. Is there english diagrams for the fuse boxes?

Thanks Poochike! Plugging the rubber pipe with a bolt works great. Got all the power back and seems like if it wasn't running that great before. So now I am just waiting for my plates. Here is a pic of my EGR valve ...there is a little aluminum plate in between. Is it from the original or was it an attempt to blank the EGR valve?

Thanks for the reply. Here is a video of the sound of the engine when that noise happens. The noise goes away. I was told by the great team at Coombs County Auto that the noise could possibly be from the fuel pump that would need tuning.
