You say you have already tried cycling the glow plugs to no avail. You may also want to take a look at the glow circuit and how well it's working. That was the problem in my hard-starting situation. See the post I submitted in reply to DeliTan's Tue Jan 05 "Unusual difficult start problem".

You're dead right about the wire used on the Delica looms, at least on my L400. I wouldn't put any more than 5A through many of the circuits given how abysmally small a wire gauge was used. I'm going to be removing much of the a/c system from my '94 L400 with the objective of maximising access in the engine bay.
